In answer to your questions, no I don’t believe it to be man-caused. I believe it to be a natural cycle. As for what government can do about it, not much. After all, a natural cycle can’t really be stopped, can it?

Absolutely.

The attitude exists everywhere.

For example, a co-worker who I talk guns with a great deal was telling me about how his step-son (-in-law maybe?) was asking my friend to sell one of his pistols to him. The reasoning was that my friend had so many (gun poor, this guy isn’t). After he told me about it, knowing he had read Rand himself, I pointed out how this is a classic example of the looter mentality. The step-son’s reasoning was “You have, I need, therefore you should help provide for me.”

The only difference is that it’s not about jobs or money, but simply an item that is desired. Looters come in all kinds of shapes and sizes.

I saw the corrections you made, and I should have caught one error in particular but I missed it. Still, the attitude I was addressing doesn’t change with those corrections.

For all my readers, I urge you to go and read Stephen’s post if you didn’t read it after the corrections were made.
